Position Summary

The Utilities Privatization System Manager is a key member of CPS Energy’s Joint Base San Antonio Utilities Privatization execution team, providing expertise and oversight to the operational business units. The system manager will serve as the subject matter expert on the requirements of the Utilities Privatization Contract(s) for the operational business units to ensure that CPS Energy presents and executes solutions that comply with the terms of the Utilities Privatization and Area wide Contracts. The UP System Manager will work closely with Electric and Gas delivery management and engineering to ensure the business units understand upcoming work requirements in support of the Contract. They will also ensure work requirements are completed according to expectations with Joint Base San Antonio military installations.  The UP System Manager track all projects from 5 year plan to completion.  They will manage all non-standard customer requested projects.

Tasks and Responsibilities

  • Serves as Utilities Privatization system manager for electric and gas delivery at the JBSA (Joint Base San Antonio) military installations. 
  • Maintains detailed knowledge of the JBSA Utilities Privatization Contract language and requirements.
  • Understand and effectively communicates JBSA policies, processes and protocols to provide for the effective coordination of work.
  • Performs functions such as project management, program management, construction management, strategic planning, and/or resource planning and budgeting.
  • Oversees the construction projects of CPS Energy's Military Operations; activities include, but are not limited to: Overhead & Underground Projects, Electric and Gas Line
  • Works with the JBSA Contracting Officer Representatives and CPS Energy’s Military Operations team to develop and refine the CPS Energy business procedures required to meet Contract expectations.
  • Builds practices, procedures, and relationships with Operational stakeholders to ensure that work required to support the Contract is executed according to expectations.
  • Represents CPS Energy’s Military Operations team and coordinates projects from 5-Year plans. 
  • Maintains a project tracking database to provide prompt and accurate detail upon request.
  • Coordinates project schedules, resources, equipment, and information to meet customer needs.
  • Assists in managing the JBSA Randolph Flight Line Access training program.
  • Works with Electric and Gas Delivery teams to ensure preventative work is planned, scheduled and executed according to Contract requirements.
  • Verifies project completion, deliverable acceptance, the release of project resources, and archives final project records.
  • Develops the tools to track all planned and completed system work executed in support of the Contract. Ensures adherence to construction schedules to meet construction completion dates.
  • Works with Operational Asset Management teams to ensure all condition assessment information is collected and asset health models are updated.
  • Works and communicates with other CPS Energy divisions/departments as well as outside contractors and agencies.
  • Ensures that projects meet expectations regarding schedule, budget, scope and quality through metrics and benchmarking.
  • Effectively communicates issues and recommends strategies and tactics.
  • Serves as subject matter expert with regards to Contract requirements to engineering and construction teams 
  • Works closely with the Military Asset Manager to ensure all information required to update the Contract financial model is collected and processed.
  • Works closely with Contract Compliance Manager to ensure all information required to complete the Contract electric and gas systems reporting requirements is collected and processed.
  • Works closely with the Technical Solutions Managers and Military Construction Coordinator to ensure that future system work is coordinated with Joint Base San Antonio stakeholders.
  • Performs other duties as assigned.
     

Minimum Skills

Minimum Knowledge and Abilities

Knowledge of the inner working of the CPS Energy electrical and gas system.
Knowledge of design and construction standards.
Experience adhering to large contracts.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Ability to communicate effectively and develop successful long-term relationships with internal/external stakeholders while exemplifying the highest degree of professionalism, clarity, and diplomacy.
Manage all phases of a project following established methodology with a considerable amount of autonomy.
Ability to pass security screening and maintain access to JBSA with restricted access requirements.
Valid Class C Texas Driver’s License

Preferred Qualifications

  • LEAN/Six Sigma process improvement training/certification 
  • Experience in Program/Project Management, customer service, energy efficiency/utility engineering and construction programs
  • Project Management Professional (PMP) Certification

Minimum Education

Bachelor's Degree in Engineering, Management, Business Administration, Economics or related field from an accredited university.

Required Certifications

Working Environment

Work is performed both indoors and outdoors, operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of electrical monitoring equipment, personal computing equipment, telephone, multi-functioning printer and calculator.
Ability to travel to & from meetings, training sessions or other business-related events local and non-local. After hours work may be required.

Physical Demands

Exerting up to 30 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking & standing are required only occasionally, and all other sedentary criteria are met.
