Position Summary

The primary responsibilities of the Transmission Rates & Revenue Program Mgr are focused on the tactical aspects of developing and implementing processes and procedures required to achieve CPS Energy’s objectives related to Transmission Cost of Service and associated filings with the Public Utility Commission of Texas (PUCT).  This role is responsible for managing the development and implementation of a framework for robust, fully documented processes to support filings with the PUCT, as well as analyzing industry trends and concepts, collaboratively shaping and gaining buy-in on these concepts, and conducting analyses to support rates established to recover CPS Energy’s cost of providing transmission service.  Success in this position requires strong cross-functional collaboration and effective communication skills.

Tasks and Responsibilities

  • Facilitates / coordinates efforts of a cross-functional team of internal subject matter experts to pursue strategies in support of the transmission cost of service filings at the PUCT.
  • Supports and provides input on process improvement initiatives resulting in overall operating and/or reporting efficiencies.
  • Documents repeatable process necessary for successful future filing efforts.
  • Coordinates and aligns with other business areas, such as Corporate Communications, as well as outside consultants.
  • Provides input into cost-of-service analysis activities to ensure appropriate cost recovery.
  • Facilitates the preparation of schedules and work papers for the development of transmission rate filing packages, as well as responses to Requests for Information from the PUCT or intervenors in the process.  
  • Keeps current on related regulations to advise senior leadership on impacts/risks and devises strategies to meet the changing regulatory environment. 
  • Researches regulatory requirements and market best practices to inform decision-making.
  • Ensures policies, practices, and documents comply with federal, state, and local regulations governing electric generation and transmission business. 
  • Creates and delivers relevant and understandable messaging on complex topics for critical stakeholders (e.g., executive leadership, Board of Trustees, City of San Antonio leadership, etc.)
  • Consults with peers at other regulated utilities and regulatory staff on common regulatory issues. 
  • Plans and leads complex special projects that may require multi-functional cooperation.
  • Conducts ongoing training & development for self and others to ensure skillsets remain current.

Minimum Skills

Minimum Knowledge and Abilities

Ability to take broad goals and define specific work plans to accomplish objectives in an autonomous work environment.
Demonstrated knowledge of the Texas electricity market.
Knowledge of electricity rate design concepts and best practices.
Experience conducting analyses and developing and implementing recommendations/action plans based on those analyses.
Understanding of key financial concepts including advanced business case analysis.
Consensus-building and collaboration skills.
Outstanding written and verbal communication skills; change agent with ability to influence at all levels of an organization.
Solution/results-oriented with a bias toward action; strong ability to multi-task and prioritize.
Proficient in Microsoft Office including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.

Preferred Qualifications

Master’s degree in Business Administration, Finance, Accounting, Economics, or other related field.
Extensive experience in electricity rate design and regulatory filings.

Minimum Education

Bachelor’s degree from an accredited college or univ in Account, Busi, Finance, Math, Eng, Eco, or another directly related field, or demonstrated exp in successfully leading a cross-functional team w/ significant responsibilities & org wide impact.

Required Certifications

Working Environment

Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi- functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business related events. After hours work may be required.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
