Position Summary

Ensures that Units are operated safely, efficiently and in accordance with Standard Operating Procedures/Requirements and regulations while maintaining a safe working environment for all personnel. Interacts daily with Energy Market Operations to review unit operating status and schedule maintenance outages that minimize generation and financial impact to the system. Reviews the status of units daily with the Plant Director and Maintenance personnel to evaluate outstanding issues that need repair for proper unit operation and safety. Provides supervision to Operations and Maintenance personnel to ensure Plant Reliability issues are addressed and Standard Operating Procedures are followed. Monitors Unit and Environmental parameters to ensure compliance. Prepares reports required by Regulatory Agencies (Outage/De-rating/Incident reports) in a timely manner. Assumes all Operations and Maintenance responsibilities during the absence of the Plant Director. Performs daily required activities for Plant Operations.

Tasks and Responsibilities

  • Responsible for unit safe operations while maintaining optimal performance to maintain reliability and availability.
  • Manages activities in a highly dynamic environment that requires continuous re-prioritization as determined by operational/maintenance situations that arise daily. Ability to effectively communicate with Power Generation personnel and across other business units. 
  • Manages all maintenance/operations activities, including PM compliance program for regulatory and reliability compliance. Identifies/implements initiatives to address/correct equipment deficiencies through proactive processes.
  • Develops plant budget and assists plant engineers with budget planning. Utilizes the Maintenance Management System to identify reoccurring plant equipment problems including cost. Approves purchasing for plant site.
  • Develop, maintain, and continuously improve Power Generation Work Management principles to improve the reliability and availability of PG assets.
  • Communicates with Energy Market Operations to discuss unit issues and to schedule outages for optimal commercial availability of units.
  • Manages Power Plant Ops/Maint. personnel including completing & delivering Plant supervisory employee reviews.
  • Ensure overhaul budget development and management to meet corporate targets.
  • Ensures units are operating within Environmental Compliance with regards to emission limits set forth by Regulatory Agencies. 
  • Ensures units are Operating in accordance with NERC standards and all Operations personnel receive required training.
  • Manages NERC CIP requirements and NERC certification process for maintenance personnel.
  • Manages the Safety program at the plant location. Ensures that all employees comply with the safety and health program in support of an incident and injury free workplace. 
  • Reviews/improves operational processes and ensures that operating personnel are properly trained and adhere to established procedures in accordance with industry standards.
  • Reviews/provides input to maintenance and assists with evaluation/troubleshooting of equipment abnormalities.
  • Assumes all Plant Director duties for plant operations and maintenance during absence.
  • Assists in coordinating daily maintenance work activities with Operations.
  • Reviews/Updates PMs with Plant Directors and Foremen to optimize maintenance man-hours and PM frequency.
  • Reviews Plant Performance KPIs for Balance Scorecard. Makes and implements performance improvement measures as needed.
  • Performs incident command duties to conform with SPCC policies.
  • Develops continual open communication between Plant leadership roles including operation supervisors, foremen, and support services.
  • Demonstrates flexibility/availability to respond on after-hour emergencies.
  • Ensures compliance with corporate policies and labor relations agreements.
  • Identifies risks to associated personnel and/or facilities and develops mitigation plans to minimize the risks.
  • Mentors/assists in the leadership development of direct reports to assume roles of increasing responsibility.
  • Confers with Engineers and personnel to resolve malfunctions, review system performance, oversee repairs/improvements and review operating characteristics of plant systems during post overhaul startup.
  • Performs other duties as assigned.

Ability to effectively set and communicate expectations and directives to staff.
Must have demonstrated accountability and have a strong record of successful execution.
Ability to delegate assignments to appropriate parties.
Understanding of applicable environmental and regulatory permits and limits.
Ability to achieve operational and maintenance objectives by developing strategic plans and reviews; prepares and completes action plans; resolves problems; completes audits; identifies trends; and implements change.
Ability to demonstrate comprehensive knowledge of the maintenance work management processes.
Possesses process discipline capabilities to drive standards, goals, metrics, scorecards to drive consistent performance.
Ability to use the plant historian and other operating/monitoring/control systems.
Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Must have favorable driving record.

Preferred Qualifications

  • PE registration / State of Texas
  • Experience in working at a power plant environment. 
  • Specific experience operating and/or maintaining LM6000 aeroderivative engines.

Minimum Education

Bachelor of Science degree in Engineering, or other related field or equivalent years of working experience in Power Plant Operations and/or Maintenance

Required Certifications

Working Environment

Work is performed both indoors and outdoors. Operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Employee may potentially be exposed to hazardous chemicals, wet or humid conditions, outdoor weather, noisy and dusty environment. Ability to travel to and from meetings, training sessions or other business related events.
After hours work is required to support plant operations and maintenance outage activities as needed. Weekend call duty rotations.

Physical Demands

Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
