Position Summary

The Plant Technical Support Manager provides Combustion Turbine / Gas Turbine technical support for operations and maintenance to support the safe, reliable, and efficient operation of the Combined Cycle Power Plants and Peaking Gas Turbine Plants within the CPS Energy Generation Fleet.  This position will be involved in, but not limited to, CT/GT technical oversight, planning, directing, and coordinating CT/GT related tasks, and optimizing equipment, materials, processes, and procedures.  Achieves CT/GT operational and maintenance objectives by contributing specific CT/GT technical information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing projects to improve productivity and quality; resolving problems; completing audits; identifying trends; implementing change.  Position will be responsible for developing and maintaining plant budgets associated with CT/GT related expenses.  
 

Tasks and Responsibilities

  • Provides specialized technical direction, support and assistance to operations and maintenance by formulating and implementing technical solutions for improved CT / GT unit performance.
  • Analyzes and evaluates operations, maintenance, and performance levels in the plant environment.
  • Review and recommends conversions, upgrades, modifications and/or new products as appropriate to achieve operational performance.  Directs and coordinates projects to improve CT/GT efficiency and reliability.
  • Assists with inspections of all assigned equipment during outages or overhauls to evaluate overall condition and document remaining life assessment.  
  • Continuously monitors technical bulletins and similar published materials applicable to the responsible assets.  Generates work notifications and preventative maintenance plans in the computerized maintenance management system in support of unit reliability.
  • Responds to operating and project needs, provides lead role for CT/GT unit and equipment performance evaluation, optimizes resource use and maximizes reliable power generation and revenue.
  • Maintains current, readily available records on all CT/GT parts; tracks the repair and status of each part; assists in tracking parts delivery for outages and ensures proper pricing and delivery.
  • Provides support related to Station(s) Service Agreements, including but not limited to frequent interface with OEM CSL, outage coordination, technical information, parts support, monthly operational data, and monthly meetings.
  • Supervise operations and maintenance team that oversees projects and manages performance activities for our Combined Cycle Plant and Gas Turbine peaking units.
  • Confers with Engineers, Plant Personnel and Management to develop mitigation plans, design modifications, operational changes and changes in maintenance practices and/or new system implementation to prevent repetitive failures and/or improve CT / GT unit performance.
  • Makes recommendations to improve employee health and safety to support a zero accident/incident rate goal.
  • Prepares budget submittals through cost estimating of projects.
  • Develops equipment specifications, contractual agreements and performs project management activities such as outage planning and execution.
  • Directs department activities to support maintenance in troubleshooting the causes of repetitive failures and unusual events such as unit deratings or trips.
  • Recruits employees, assign, direct and evaluate their work and oversee the development and maintenance of staff competency.
  • Oversees tests that analyze design, feasibility, operation, equipment condition and performance of the facility.
  • Performs related duties as assigned.
  • Assumes all Plant Director Duties during his/her absence as needed.

Minimum Skills

Minimum Knowledge and Abilities

Knowledge of production processes, quality control, costs, and other techniques for maximizing the effective use of plant equipment and staff.
Ability to achieve operational and maintenance objectives by developing strategic plans and reviews; prepares and completes action plans; resolves problems; completes audits; identifies trends; and implements change.
Ability to direct multiple activities in a highly dynamic environment that requires continuous re-prioritization as determined by operational and maintenance situations that arise daily.
Ability to effectively communicate with Power Generation personnel and across other business units.
Results driven, analytical, self-motivated, and detail oriented with the ability to logically identify alternative solutions or approaches to complex problems.
Ability to demonstrate comprehensive knowledge of the maintenance work management processes.
Ability to display Extensive knowledge and experience in Combustion Turbine / Gas Turbine technologies.
Ability to successfully work to reach company goals in an environment in which a wide degree of experience is required.
Ability to effectively set and communicate expectations and directives to staff.
Must have demonstrated accountability and have a strong record of successful execution.
Proven leadership skills. Accomplished in organizing, coordinating, and directing broad functional activities and those personnel reporting to this position.
Possesses process discipline capabilities to drive standards, goals, metrics, scorecards to drive consistent performance.
Ability to use the plant historian and other operating/monitoring/control systems.
Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
Ability to delegate assignments to appropriate parties.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Understanding of applicable environmental and regulatory permits and limits.
Ability to use the plant DCS controls & turbine control system, and other operating/monitoring/control systems.
Possess a valid driver’s license with a history of a safe driving record in accordance with CPSE policies, procedures, safety standards, and applicable laws and regulations.
Ability to work at any CPS Energy plant locations.
Ability to work non-standard work hours such as nights, weekends and holidays as necessary to support the plant(s).

Preferred Qualifications

  • PE registration / State of Texas
  • Expertise of power plant or similar experience
  • Specific experience operating and/or maintaining 7FA combustion turbines and LM6000 aeroderivative gas turbines
  • 7FA and/or LM6000 GT OEM Training.  
  • Basic knowledge of plant, equipment, & plant systems (including auxiliary systems).

Minimum Education

Bachelor of Science degree in Engineering and advanced related experience or an equivalent combination of education and experience working with Gas Turbines.

Required Certifications

Working Environment

Work is performed both indoors and outdoors. Operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Employee may potentially be exposed to hazardous chemicals, wet or humid conditions, outdoor weather, noisy and dusty environment.
Ability to travel to and from meetings, training sessions or other business related events.
After hours work is required to support plant operations and maintenance outage activities as needed. Weekend call duty rotations.

Physical Demands

Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
