Position Summary

Provides leadership and manages the overall performance and operation of the Utility Coordination Department. Establishes and monitors workloads, work flow, budgets, spending, staffing levels, contractual agreements, staff development and engagement, and Corporate Business Plans. Serves as Engineering Manager of the Department that is responsible for managing the scope, design and construction of civic improvement, system improvement and streetlight distribution engineering programs and projects put forth by Distribution Planning, and governmental entities; such as, but not limited to City of San Antonio (COSA), suburban cities, San Antonio Water System (SAWS), Texas Department of Transportation (TXDOT), Bexar County, and Joint Base San Antonio (JBSA); while identifying and implementing process improvements for increased customer satisfaction and improved business efficiencies. Identifies and implements process improvements to ensure that customers and stakeholders receive accurate information, timely execution and appropriate engineering assistance. Develops, maintains and communicates measures of key business activities and perform project management on all civic-related projects.
 

Tasks and Responsibilities

  • Provides management and leadership to department personnel including performance evaluations, training, development, engagement, coaching and hiring.
  • Manages engineers who regularly review civil engineering plans, electrical engineering plans and schedules for planning, conflict resolution, constructability, and successful civic improvement project completion.
  • Oversees multi-agency construction programs and schedules and aligns internal resources to manage and complete projects in a timely manner to accommodate external agency construction goals.
  • Leads cross-functional teams (internal and external stakeholders) in development, planning and coordinating civic and system improvement construction programs and required resources to ensure that civic and system projects are well managed and finished within scope, budget, and schedule.
  • Meets regularly with governmental agency directors and policy managers; as well as engineering and construction managers to prioritize projects, resources, and schedules.
  • Plans and coordinates program activities and project assignments for staff and provides technical support.
  • Reads and interprets design and construction contract documents to facilitate project execution.
  • Manages program and project risks including those related to compliance with CPS Energy policies and procedures while managing the work of various internal departments and resources in coordination with external agencies, consultants, and contractors.
  • Collaborates with managers from design, construction, governmental agencies, engineering consultants and contractors to execute programs.
  • Provides forecasts for civic related projects affecting our utilities by outside agencies which include COSA, Bexar County, TXDOT, Suburban Cities, San Antonio River Authority, SAWS, Spectrum, AT&T, Grande Communications, VIA Transit, Union Pacific Railroad.
  • Prepares, manages, and monitors Capital and O&M budgets within established targets and schedules. 
  • Manages streetlight program schedules, priorities, and processes for new streetlight requests from design through construction through a team of internal and external managers, engineers, analysts, and construction personnel.
  • Reports achievement of program and operating goals and provides regular progress reports and program/project updates.
  • Prepares and presents civic, system and streetlight program status and performance reports and presentations to peer managers, directors, and executives of outside agencies (COSA, Bexar County, Suburban Cities).
  • Represents CPS Energy at city councils, committees, construction agencies and associations.
  • Collaborates with internal and external customers, state and local agency leaders, civic associations, business and community leaders, property owners and attorneys.
  • Interprets and applies Electric Service Standards and Safety Guidelines.
  • Develops a culture of safety awareness, appropriate safety precautions and procedures. 

Minimum Skills

Minimum Knowledge and Abilities

Licensed Professional Engineer in the State of Texas.
Extensive background in electrical utility design, construction or operations.
Effective oral and written communication skills, including presentation skills
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling
Valid Class C Texas Driver’s License with favorable driving record.

Preferred Qualifications

  • Experience in management of personnel in engineering design of distribution engineering projects
  • Experience with the following software:
  • GIS Designer
  • ARM
  • SAP
  • Ability to translate business objectives into strategic/tactical processes
  • Ability to work in a team environment, coordinating with other areas to achieve goals and objectives
  • Experience managing department/program budgets
  • Experience writing and managing contracts
  • Ability to communicate effectively and develop successful long-term relationships with internal and external stakeholders with the highest degree of professionalism, clarity, and diplomacy

Minimum Education

Bachelor of Science degree in Electrical Engineering or related field from an ABET accredited university.

Required Certifications

Working Environment

Work is performed both indoors and outdoors. Operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Employee may potentially be exposed to hazardous chemicals, wet or humid conditions, outdoor weather, noisy and dusty environment.
Ability to travel to and from meetings, training sessions or other business-related events. After hours work may be required.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
