Position Summary

Provides operational & strategic leadership for the Reliability & System Restoration area in a 24/7 work environment.  Actively participates in determining and implementing emergency response strategies to restore the electric power system.  Ensures Department goals and objectives are aligned with CPS Energy’s business strategy.  Actively participates in the development of business strategies and key performance indicators which includes leading cross functional teams to achieve organizational alignment.  Owns accountability for team’s safety and operational performance.  Owns accountability for workforce development by establishing training opportunities, setting clear expectations, responsibilities, and processes for monitoring and measuring results.

Tasks and Responsibilities

  • Manages and evaluates the performance of assigned staff including providing coaching, positive recognition and discipline when appropriate. 
  • Provides opportunities for employee development and training as appropriate. 
  • Ensures staff understands and complies with CPS Energy directives, safety rules and other related policies and procedures.
  • Establishes performance expectations, work priorities, staff assignments and administrative procedures. 
  • Evaluates staffing needs of the department and makes recommendations to the appropriate executive level management regarding staffing level needs.  Conducts interviews and makes staff selections to meet CPS Energy’s strategic plans and critical goals.
  • Oversees and provides direction for Reliability and System Restoration team to ensure a high level of service delivery.
  • Advises the appropriate executive level leaders on matters pertaining to CPS Energy Emergency Response initiatives.  Recommends plans, policies and programs that meet customer satisfaction requirements.
  • Maintains a working knowledge of best practices and new technologies associated with Electric Emergency Response and Dispatching, Mobile Fleet information systems, customer contact strategies, and workforce management. Reviews existing systems, processes, and technologies, ensuring that the CPS Energy’s objectives and standards for quality, cost and performance are consistently met.
  • Manages and administers Reliability and System Restoration policies, procedures, standards and programs. 
  • Leads the development and administration of the budget, goals and objectives for the Reliability and System Restoration Department.
  • Responsible for working closely with engineering to support research, developing strategy and conducting studies and activities related to emergency response. This includes the pursuit of new products, technology, process and policy.
  • Provides work direction and works in conjunction with the System Operations to coordinate functions associated within the customer restoration process. Oversees the functions of all Electric Emergency Response functions.
  • Manages performance by reviewing and evaluating work of employees. Identifies, builds consensus and communicates performance measures and expected performance levels.
  • Assesses and improves team and employee performance through coaching, mentoring and on-the-job training.
  • Fosters an environment of teamwork, creativity and problem solving.
  • Shares information and encourages participation in the decision making process.
  • Removes obstacles through communication with other areas and fostering relationships within the organization. Works closely with Customer Engagement and System Operations to support customer communications during electric emergency conditions.
  • Understands and maintains solid and productive relationships with Customer Service, Grid Optimization and System Operations.
  • Ensures the safety of personnel by taking direct preventive measures, conducting effective safety meetings and ensuring all related standards, rules and laws are understood and followed.
  • Ensures that work is performed in accordance with appropriate Company standards and work methods including monitoring for a high quality of workmanship.
  • Provides employee feedback and seeks to enhance performance and enhance safety.
  • Identifies, develops and implements work processes and practice improvements.
  • Directs the work planning process including preparation and prioritization of work plans for scheduling of resources, materials requirements, coordinates activities with customers, constituents and company departments for optimal resource utilization
  • Performs other duties as assigned.

Minimum Skills

Minimum Knowledge and Abilities

Demonstrated technical knowledge of the Electric distribution power system with an understanding of the transmission system and the distribution network.
Demonstrated mastery of troubleshooting both overhead and URD power systems.
Ability to effectively communicate (written and verbal) at all levels of the organization
Ability to make good decisions in an emergency situation.
Demonstrated Management aptitude (Interpersonal skills, Action Driven, Problem Solving, Influences others, Stress Management, Delegation)
Demonstrated capacity to plan, coordinate, and execute maintenance activities in a safe and efficient manner.

Preferred Qualifications

  • Bachelor’s degree in Engineering or related field from an accredited university
  • Project and time management skills
  • Hands on experience in craft as a journeyman
  • Previous leadership experience
  • Ability to understand the Working Conditions

Work is performed indoors & outdoors. Manual dexterity, talking, hearing, and repetitive motion. Use of computing equipment, telephone, & printer/copier. Ability to travel to and from business related events. After hours work may be required.
