Position Summary

Manages total scope of operation at one or multiple Fleet Maintenance repair facility site locations, ensuring they are in top condition to support multiple user areas. Provides strategic and technical leadership, oversight, and management for CPS Energy’s long-term Fleet success vision. Responsible for ensuring the safe, reliable, and effective operation of the Fleet associated with garages under their oversight. Oversees and manages a team of maintenance technicians which may include Fleet Support Specialists, providing guidance, performance evaluation, training, and support as needed. Monitor and analyze Fleet maintenance data to identify areas for improvement and cost-saving opportunities. Collaborate with cross-functional teams to develop and implement operational efficiency improvements. Create and maintain relationships with external vendors and suppliers to ensure timely and cost-effective solutions. Stay up to date with industry trends and best practices in Fleet management and maintenance operations. Ensure compliance with all state and federal regulations related to Fleet operations, environmental compliance, and employment laws, in addition to the Working Conditions for wage-scale employees. Review and approve all invoices ensuring accuracy and adherence to budgetary guidelines. Communicate with other departments and stakeholders to prioritize vehicle services while minimizing disruptions to operations. Continuously evaluate and improve the Fleet management processes and procedures to increase efficiency and productivity. Serve as a role model for professionalism, teamwork, safe work, and customer service excellence within the department and the company as a whole. 

Tasks and Responsibilities

  • Manage vehicle and equipment compliance (State Inspection), P.M. maintenance intervals, quarterly and annual Aerial inspections, warranty, and recall work for assigned user areas and aligned with key metric targets.
  • Effectively manage control and access for all vehicles under claims litigation as directed by CPS Energy legal instructions.
  • Responsible for budget performance for Cost Center(s) and for maintaining financial and maintenance records.
  • Provides technical guidance on optimal vehicle/equipment functionality to Asset Management/Operations and feedback on proper use.
  • Will be required to work Call Duty and manage on call employees. 
  • Manages acceptable customer service levels and stakeholder expectations for assigned support location.
  • Manages vendor relationships and contractual compliance.
  • Manages all aspects of garage facility to include all shop tools, equipment, shop vehicles, lift inspections, overhead crane inspections, and bulk liquids. Maintains parts & consumable supplies stock & all warehoused items stored at the repair facility.
  • Manages and evaluates the effectiveness, efficiencies, productivity levels and cycle times for all repair/maintenance functions and ensures data accuracy on timesheets & workorder creation.
  • Acts as department hiring Manager and/or plays an active role in the hiring manager committee selection and evaluation process.
  • Trains and/or onboards newly hired Supervisors & Wage scale employees. Provides continuous training and development beyond onboarding period.
  • Evaluates employee performance through the review of acceptable levels of performance. Identifies staff development and training opportunities, create, and administer training/lesson plans. Perform annual employee evaluations.
  • Ensure team understanding and enforce policies, procedures, safety rules and other accident prevention measures, includes completion of company requirements on post-incident procedures.
  • Manages and maintains all regulatory & legal compliance for Garage Facility, Vehicle Fleet, and equipment within OSHA, TCEQ, DOT, FMCSA requirements and internal best practices. 
  • Plan and organize employee engagement initiatives to include quarterly events such as training sessions, meal catering and engagement sessions to raise morale and engagement levels throughout the department. Ensure alignment with all Fleet Operations initiatives and events.
  • Translate the businesses short, medium, and long-term strategy into deliverable objectives for the team.
  • Performs other duties as assigned.
     

Minimum Skills

Minimum Knowledge and Abilities

Experience in vehicle and heavy construction equipment repair and maintenance.
Advanced background and/or understanding of vehicle/equipment repair and maintenance with proven experience in Fleet Operations.
Strong communication, cross group collaboration, project management, time management, and ability to influence others.
Keen business acumen. Results oriented and can comprehend/navigate both industry and internal organizational dynamics.
Must have a valid class C Texas Driver’s license with a favorable driving record.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail, and scheduling.
Ability to multi-task and re-prioritize quickly.
Ability to build and maintain successful teams with varied talent and skill sets.
Proactive, collaborative leadership style with ability to identify risks and problem solve solutions.
Ability to ensure compliance and align with corporate and business unit strategy.

Preferred Qualifications

  • Bachelor’s degree in Business or Operations Management
  • Fleet Management Industry Certifications such as: Certified Automotive Fleet Manager (CAFM), Certified Equipment Manager (CEM), Certified Public Fleet Professional (CPFP) etc.
  • ASE Master Med/Heavy Truck Certification
  • Professional Management Certification, such as Prosci Change Management Practitioner, PMP, Six Sigma/LEAN, Agile/Scrum, or other related certifications.
  • Experience with change management and continuous/process improvement initiatives.
  • Previous management experience at CPS Energy or other Institution with mid-level experience in a supervisory role with responsibilities for hiring, coaching, and conducting performance appraisals.
  • Understands O&M financial transactions to review budget vs actual information.

Minimum Education

High School Diploma or GED Equivalent

Working Environment
