Position Summary
The Manager Environmental Operations is responsible for providing Environmental oversight, support, leadership and Subject Matter Expertise with Air, Water, Waste, and Cultural/Natural Resource for regulatory compliant operations of CPS Energy Power Plants. Manager will be responsible for oversight of environmental support services, compliance monitoring, and reporting of emissions, stormwater and wastewater discharges, water usage and solid waste generation and various assessments to ensure compliance with local, state. Manager will work closely with the CPS Energy Corporate Environmental team to maintain plant permits, reports, and audits required to maintain compliance with all Federal, State and local Environmental rules, regulations and permits for air, water and waste. Manager will ensure proper environmental resources are available to support activities, oversees staff to ensure that they follow CPS Energy policies and procedures and conducts performance reviews. The position, while housed out of San Antonio, will require frequent travel and overnight stays supporting our sites in Brazoria, Galveston, Harris, Nueces and Webb counties.
Tasks and Responsibilities
- Provided Subject Matter Expertise and guidance to support environmentally compliant plant operations.
- Works closely with Power Generation to coordinate compliance initiatives, record-keeping, reporting, and PG employee training.
- Responsible for leadership and professional/technical development of staff in the Environmental Operations Group to include but not limited to wastewater sampling; groundwater monitoring well sampling, solid waste management, continuous emission monitoring support, various assessments and inspections and compliance monitoring.
- Analyzes and maintains air emission and water discharge data, waste generation data records.
- Responsible for the preparation, quality assurance and submittal of applicable agency reports (TCEQ, EPA, etc.) by deadlines.
- Active participation in audit/inspections by all pertinent regulatory agencies.
- Manages PG Environmental Operations staff to include duties and responsibilities at all power plant locations, laboratory (if applicable) and the offices. Coordinates these activities with Environmental staff responsible for each location, monitors performance and collaborates on any actions required.
- Understands and utilizes federal and state laws, codes and regulations that apply to any power plant activity to include wastewater, air emissions, solid and hazardous waste, asbestos, PCB’s, herbicides and pesticides, waste disposal, landfill operations, oil spill response and required reporting.
- Interacts with and represents CPS Energy with regulatory agencies such as the EPA, TCEQ, EAA, TWDB, USGS.
- Provides continuous “on-call” duty to respond to any environmental/power plant issue such as oil spills, chemical issues, plant equipment performance problems, personnel issues and emergencies. Maintains status as qualified individual for inland oil spill response.
- Understands and applies all CPS Energy personnel policies to everyday supervision situations and provides training and interpretations to senior staff.
- Develops and trains Environmental personnel, monitors performance and administers job performance evaluation reviews including assigning yearly goals and justifying salary recommendations.
- Participates in meetings with plant engineers, CPS Energy administration and regulatory agencies to evaluate issues or problems, analyze solutions, evaluate options and implement corrective actions.
- Monitors power plant lakes and maintain operating levels at all times to ensure adequate cooling capacity is always available for the power plants.
- Assist with O&M and capital budgets.
- Maintains current professional, technical and regulatory knowledge through attendance at seminars and workshops and through the reading of industry publications/journals.
- Maintain awareness and up to date knowledge of environmental rules and regulations.
- Reviews technical documents to ensure completeness and conformance to requirements.
- Monitors emissions to determine compliance with state and federal permits/regulations.
- Monitors wastewater discharges to determine compliance with state permits/regulations.
- Monitors solid waste disposal and transportation to determine compliance with state and federal regulations.
- Performs other duties as assigned.

- Master’s degree in Biology, Chemistry, Geology, Environmental Science, Natural Resource Management, Engineering or related field.
- Strong written and verbal communication skills.
- 40 Hour HAZWOPER Certification.
- Method 9 Visible Emission Certification.
