Position Summary
This position is a GIS analyst/developer role responsible for delivering advanced geospatial solutions that support gas and electric utility operations. The role spans enterprise data integration, spatial analysis, regulatory compliance, system reliability, and GIS application development. It involves managing complex utility datasets, automating workflows, administering ArcGIS Enterprise environments, and building web and field‑focused GIS tools. The candidate will collaborate across engineering, IT, and compliance teams to ensure accurate data, reliable network models, and high‑performing GIS systems. Strong technical expertise in geodatabases, scripting, utility network models, and regulatory workflows is essential, along with the ability to communicate geospatial concepts and provide leadership within a multi‑disciplinary environment.
Tasks and Responsibilities
- Integrate and geocode enterprise datasets from SAP, Oracle, OMS, DMS, and other business systems.
- Develop and maintain geodatabases, feature classes, and linear‑referencing structures for gas and electric assets.
- Maintain and validate operational and spatial datasets (e.g., integrity, inspection, dig records; circuits, devices, conductors, poles).
- Administer and configure Graphic Work Design functionality within SBS/AUD environments, including managing design standards, maintaining compatible unit libraries, validating Electric & Gas Distribution models, and supporting Substation and Transmission system design workflows.
- Support enterprise data governance, metadata management, and spatial data quality initiatives.
- Conduct QA/QC on spatial data, analytical outputs, and reporting workflows to ensure accuracy and compliance.
- Support versioned editing workflows and SDE schema management for multi‑utility datasets.
- Develop and automate spatial analyses supporting gas integrity, electric grid reliability, asset management, outage analysis, vegetation management, and regulatory reporting.
- Manage utility network or geometric network models for gas/electric systems, ensuring schema integrity, performance, and accurate network tracing.
- Manage aerial imagery, LiDAR, and other remote‑sensing datasets used in pipeline integrity, grid planning, and vegetation management.
- Develop automated geoprocessing scripts and ETL pipelines using Python/ArcPy, ModelBuilder, and REST APIs.
- Build and maintain integrations between GIS and systems such as SAP, Oracle, ADMS, SCADA, Synergi, and CYME.
- Support real‑time and near‑real‑time data workflows for field operations, outage management, integrity management, and grid monitoring.
- Support SDE database administration, including schema changes, version management, and performance optimization.
- Administer ArcGIS Enterprise components (Portal, ArcGIS Server, ArcGIS Data Store, hosted services).
- Design, publish, and optimize map and feature services for high availability and performance across gas and electric user groups.
- Coordinate system upgrades, enhancements, and contractor activities affecting multi‑utility GIS environments.
- Develop, deploy, and maintain web applications using ArcGIS Enterprise/Portal and Experience Builder for field and operational users.
- Configure and support field data collection solutions (ArcGIS Field Maps, Survey123, Workforce, Collector) for inspections, patrols, leak surveys, and asset documentation.
- Manage offline areas, synchronization workflows, and integrations between field applications and enterprise GIS.
- Serve as a liaison between engineering, operations, IT, GIS support teams, and leadership to support technology improvements and modernization.
- Produce maps, analytical products, and dashboards for system growth, renewal, capital planning, regulatory filings, and civic coordination.

Preferred Qualifications
- Experience with planning or data editing for overhead and underground electric and gas facilities.
- Experience supporting ESRI/ArcGIS Pro technologies and the ArcGIS Utility Network model for gas and electric systems.
- Experience with electric outage restoration processes (e.g., ABB OMS or equivalent).
- Experience with electric and gas reliability or load‑forecasting tools (e.g., Cyme, Synergi).
- Experience with mobile GIS applications and Mobile System Data or equivalent.
- Experience integrating GIS with OMS, DMS, SCADA, or ADMS systems.
- Experience developing custom GIS web applications.
Familiarity with Oracle, SAP, Maximo, or other asset/work‑management platforms. - Experience with dashboarding and analytics tools (e.g., Tableau, ArcGIS Dashboards, Experience Builder).
- Knowledge of cloud‑based GIS solutions and automation tools, including Python APIs.
