Position Summary

This Executive is responsible for providing strategic leadership to Treasury (Cash and Investments) and Capital Markets (Debt Management).  

The position provides strategy and strategic oversight for the short- and long-term investment activities for CPS Energy, REAP and CPS Energy’s two Nuclear Decommissioning Trust (NDTs), ensuring consistency with regulatory requirements and CPS Energy financial policies. The Executive ensures all treasury, banking and investment activities and/or functions of the company are effectively managed to include banking relationships.

The Executive also provides strategy and strategic oversight to CPS Energy’s debt portfolio including managing and developing resources to perform moderate to complex financial transactions and related analytics. Also ensures that CPS Energy complies with its debt covenants, which includes oversight of the timely and accurate completion of all debt-related payments and reporting requirements. Oversees the management of debt transaction execution, which covers the steps necessary to complete a financing transaction from start to finish annually. The Executive maintains relationships with Ratings Agencies, Advisors, and provides oversight to the SA Energy Acquisition Public Facility Corporation as appropriate. Acts in an Investor Relations capacity for ensuring CPS Energy is appropriately and strategically positioned with investors. Provides senior management with commentary on events occurring in the industry, the capital markets, and the broader macroeconomic environment. Primary point of contact to Rating Agencies, investors, and their related requests.

Tasks and Responsibilities

  • Strategic oversight of the investment portfolios and related risks.
  • Oversees compliance with all regulations and financial controls.
  • Develops and/or informs the development and implementation of policies and strategies.
  • Strategic oversight of the management of cash flow and liquidity to ensure operational efficiency.
  • Oversees the preparation of investment and financial reports and forecasts provided to Senior Leadership Team including Assistant Treasurers (ATs) and the Chief Financial Officer (CFO).
  • Oversees a $10B+ debt portfolio along with the administration, issuance, and execution of the Company’s financing strategy that supports its capital plan.
  • Develops and/or provides recommendations on financing plan strategies related to the structuring of our debt portfolio (new money needs, refinancing of debt, cash defeasance of debt, etc). and related impacts on projected debt service and financial metrics.
  • CPS Energy’s primary Point of Contact on all Treasury and Finance activities including maintaining strong relationships with Financial Advisors, Co-Financial Advisors, Bond Counsel, Rating Agencies, CPS Energy Management, and potentially CPS Energy Board of Trustee members.
  • Oversees the development of presentations to Rating Agencies, Senior Management, Board of Trustees, Investors, Investor Conferences, Rating Agency Road Shows, and other activities.
  • Oversees analysis in reviewing liquidity support for CPS Energy’s commercial paper & other debt requiring liquidity support.
  • Oversees debt service reserve fund capacity analysis and provides recommendations regarding timing of renewal and / or extension of the existing surety policy that supports CPS Energy’s senior lien debt program.
  • Oversees and monitors the need for RFPs for professional services.  Evaluates the proposals and makes a recommendation on selection to the appropriate Committee.
  • Partners with Operations to execute energy prepayment transactions as strategically appropriate to the organization.
  • Oversees the establishment of a separate credit structure(s) for new Transmission-related projects.
  • Participates in the development and administration of the Department budget.
  • Identifies, implements, tracks, and utilizes business plan metrics to achieve business objectives, drive continuous improvement, and complete workforce planning.
  • Implements and maintains development plans (to include mentoring, coaching and developmental assignments) for direct and indirect reports to ensure knowledge capture, business continuity and effective succession planning.
  • Promotes and establishes a safe work environment.

Minimum Skills

Minimum Knowledge and Abilities

Strong ability to communicate effectively, verbally and in writing and provide clarity and understanding to the team and leadership.
Ability to work non-standard hours as needed.
Proven experience in financial leadership roles.
Strong problem solving, analytical and thought leadership skills; able to quickly understand the big picture, but also to “dive deep” when appropriate.
Excellent organizational and multi-tasking skills.
Ability to work effectively in a team environment as well as establish and maintain good working relationships with all levels within CPS Energy and/or other organizations, with a focus on customers.
Ability to translate complex financial concepts to individuals at all levels including finance and non-finance managers.

Preferred Qualifications

  • Master Degree in Finance, Accounting, or Economics.
  • Chartered Financial Analyst (CFA) or other professional designations.

Minimum Education

Bachelor's Degree in Accounting, Finance or related business field.

Required Certifications

Working Environment

Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi- functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business events. After hours work will be required.

Physical Demands
