Position Summary

The Community Relations Manager reports to the Director of Local Government Relations and is responsible for building and maintaining relationships that strengthen the utility’s connection to the communities it serves. This includes regular engagement with municipal government entities and other publicly owned or quasi-governmental service providers that intersect with the utility and community priorities. The Manager will also serve to understand stakeholder priorities, and communicate community perspectives, concerns and opportunities to utility leadership. CPS Energy is looking for a dynamic, energetic, community-oriented individual with excellent written and verbal communication skills. Candidates must have the ability to think quickly, act diplomatically, and be responsive to the needs of our community. Ideal candidates will have knowledge and experience in communication or community affairs, preferably in the San Antonio region, and/or experience in public policy or advocacy.

Tasks and Responsibilities

  • Build and maintain strong relationships with local stakeholders, community leaders, and civic organizations, facilitating collaboration between these entities and CPS Energy’s Local Government Relations (LGR) business unit.
  • Attend meetings, promote programs and initiatives, provide information, represent CPS Energy’s LGR business unit and gather community feedback.
  • Develop and implement community outreach plans, track progress, and maintain records of community interactions.
  • Create presentations, briefings, messaging, and other materials as needed.
  • Field community input and inquiries and ensure timely and accurate responses.
  • Maintain and track engagements and case management within Salesforce and produce regular reports and dashboards for Local Government Relations management and staff.
  • Collaborate with internal stakeholders to resolve issues impacting various business units.
  • Lead the LGR interface with customer resolutions and solutions business unit, assisting stakeholders in navigating outages.
  • Work frequent evenings and weekends. 

Minimum Skills

Minimum Knowledge and Abilities

Experience in communications, policy, advocacy, community relations, customer service, or social work.
Knowledge of local, state and federal elected or appointed officials and governmental functions.
Must possess awareness of the San Antonio and regional community.
Exceptional communication skills, including verbal and written.
Able to multi-task, have demonstrated organization, detail orientation, prioritization and time management skills to ensure that work related activities are completed in an accurate and timely manner.
Initiative to work independently or as a member of a team, coordinating with others to achieve desired results.
Ability to think critically.
Demonstrated ability to interact well with a wide range of people and entities.
Personal integrity, good judgment and ability to handle sensitive information.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling, and Salesforce User and Report Design.
Valid Class C Texas Driver’s License.
Flexibility to travel domestically as needed.

Preferred Qualifications

  • Experience in government or community relations and/or experience in City, County, or local government.
  • Demonstrated ability to build strong working relationships with a variety of stakeholders.
  • Strong public speaking and presentation skills. 
  • Proficiency in English and Spanish.

Minimum Education

Bachelor’s degree in political science, communications, marketing, public affairs or related field from an accredited university.

Required Certifications

Working Environment

Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business related events.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
