Position Summary

The Transmission Rates Analyst plays a critical role in achieving CPS Energy’s reliability and financial objectives.  The successful candidate will contribute to CPS Energy’s transmission rate filing efforts, track transmission rulemaking proceedings and other filings of interest to CPS Energy and evaluate proposed transmission projects as well as implement process improvement initiatives.  Success in this position will be achieved with strong cross-functional collaboration and excellent communication skills.

Tasks and Responsibilities

Update schedules and work papers for wholesale transmission filings.  This includes the annual Earnings Monitoring Report as well as interim and full transmission cost of service (TCOS) applications.
Refresh TCOS filing strategy modeling as needed to reflect latest transmission capital and O&M estimates and socialize results with leadership.
Evaluate transmission filing timing and methodology options.
Assess the feasibility of future transmission projects.
Review and opine on proposed transmission rulemakings before the Public Utility Commission of Texas.
Track wholesale transmission rate filings within ERCOT to monitor transmission filings, the ERCOT postage stamp price, and issues raised by intervenors.
Identify and implement process improvement initiatives that will minimize manual work efforts in future transmission filings. 
Conduct research on Certificate of Convenience and Necessity cases.
Track proposed rule modifications to analyze potential impact to future transmission filings or the CCN process so comments can be filed as needed.
Provide  technical oversight and guidance to less experienced team members, including review, validation, and quality assurance of the work of others. 
Conduct ongoing training & development for self and others to ensure skillsets remain current.
Other responsibilities as assigned. 

Minimum Skills

Minimum Knowledge and Abilities

Strong knowledge of the Texas electricity market and cost of service modeling.
Understanding of key financial/accounting concepts including advanced business case analysis.
Advanced math skills including algebra and statistics.
Outstanding written and verbal communication skills; change agent with ability to influence at all levels of an organization.
Solution/results oriented with a bias toward action; strong ability to multi-task and prioritize.
Entrepreneurial mindset with the ability to identify original opportunities; innovative thought leader.
Proficient in Microsoft Office including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Demonstrates advanced Excel skills including techniques such as lookup formulas and pivot tables.
Must be able to travel, as needed.

Preferred Qualifications

  • Master’s degree in Business Administration, Finance, Accounting, Economics, or other related field.

Minimum Education

Bachelor’s Degree in Math, Finance or related field of study.

Required Certifications

Working Environment

Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business-related events. After hours work may be required.

Physical Demands
