Position Summary

The Program/Project Manager provides services to the CPS Energy Talent Development Customers, focusing on facilitating effective training and development. This role combines Instructional Design, Program/Project Management, and Instructor-Led facilitation. Demonstrates experience designing, developing, and delivering training material, developing training strategy, and understanding different training methods and channels. Participates in the continued development of departmental goals and objectives to improve leadership development for the organization. A successful candidate will manage the total scope of training solution deliverables, including satisfaction of scope requirements, cost/budget adherence, schedule management, contract administration, stakeholder satisfaction, and quality management.

Tasks and Responsibilities

Program/Project Management:

  • Create learning plans and track metrics associated with programs to ensure customer value.
  • Design, build and update learning plans stored in the enterprise Learning Management System.
  • Compile learning plan progress and report progress to our Talent Development Customers.
  • Collaborate with our Talent Development customers to ensure alignment with our services, such as assessment completion and review, coaching, curriculum development, and other development projects.
  • Identify and develop employee knowledge, skills, and abilities to meet current and future staffing needs.
  • Oversee projects and coordinate activities of development project teams, ensuring that projects meet expectations regarding schedule, budget, scope, and quality through metrics and benchmarking and develop a program evaluation framework to assess strengths and identify areas of improvement.
  • Manage the life cycle of our training contracts, make updates, and report out on spending progress.
  • Develops business processes to support and sustain learning outcomes, ensure adherence to work practices and policies as part of the transfer of learning to actual work performance/behavior.
  • Creates training-related communication materials, markets the availability of training courses, and promotes developmental opportunities across the enterprise.

Instructional Design:

  • Analyzes training needs to determine performance opportunities and provide customized training for all areas.
  • Applies and adapts an instructional design process to create Instructor Led and Computer-Based Training course documentation (i.e., learning objectives, participant guides, facilitator guides, assessments, handouts, visual aids, how-to's, etc.).
  • Benchmark, research, identify and implement best training methods and technology practices into new and revised training programs.
  • Measures and reports on learning outcomes by creating and implementing knowledge and skill-based assessments.

Course facilitation:

  • Facilitate and design both in-person and virtual learning workshops and learning events.
  • Coordianates and supports training staff
  • Conducts and leads training courses and workshops on Adult Learning Theory, Training Delivery, and other professional skills utilizing performance-based practices.
  • Coach Subject Matter Experts to deliver hands-on training
  • Perform other duties as assigned.

Minimum Skills

Personal Computer Usage

Minimum Knowledge and Abilities

Demonstrated ability to facilitate team building with employees across various disciplines and at all levels, including ability to engage people in productive activities without formal authority.
Manage all phases of a project following established methodology with a considerable amount of autonomy
Previous working experience with responsibility to corporate initiatives, employee programs, corporate affairs, project management, or a related role.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling
Demonstrated ability and desire to help individuals and teams achieve increased competencies and effectiveness levels

Preferred Qualifications

Master's Degree in Learning & Development, Organizational Development or related field

Ability to use Computer Based Training (CBT) Software such as Articulate and Camtasia

Experience with Learning Management Systems (LMS)

Project Management Professional (PMP) Certification

Minimum Education

Bachelor's Degree in Business, Finance, Mathematics, Engineering or related field from an accredited university or relevant work experience can be substituted in lieu of degree.

Working Environment

Work is performed indoors & outdoors. Manual dexterity, talking, hearing, and repetitive motion. Use of computing equipment, telephone, & printer/copier. Ability to travel to and from business related events. After hours work may be required.
