Position Summary

Leads and manages CPS Energy Supplier Development Program. Serves as the Small Business representative to external sources to expand Small Business representation. Ensures there is frequent and highly visible outreach within the local supplier community.

Tasks and Responsibilities

  • Develops and implements procurement strategies and identifies opportunities for enhancing Small Business spending across the enterprise
  • Negotiates with business units to ensure proper Small Business utilization is maximized
  • Serves as the CPS Energy Small Business point-of-contact to external sources for expansion of Small Business representation
  • Educates potential contractors/service providers on acquisition and assistance procedures on a 1:1 basis
  • Conducts group presentations and training within CPS Energy-sponsored workshops for Local Small Business Opportunities on topics that enhance Local Small Businesses participation within our enterprise
  • Assists prime contractors and other potential bidders in identifying and contacting registered Local Small Businesses.
  • Creates and/or maintains long-term relationships and open lines of communication with partner agencies
  • Refers local small businesses to partner agencies for development in assistance bonding, financial and technical assistance.
  • Works with strategic sourcing and internal business units to set contracting goals for those requisitions that may already have subcontracting and/or supplier possibilities.
  • Works with sourcing teams to potentially divide larger projects into smaller projects or contracts when commercially appropriate, to create more opportunities for local small businesses to participate in contracts let by CPS Energy.
  • Develops and validates reports, research, opportunities, correspondence, and other documentation relating to external outreach within the entire Bexar County.
  • Establish and institute metrics to measure performance to goal based on the various internal and external stakeholders of each contract with established reporting cycle as required.
  • Tracks programs and measures engagement and impact associated with each agency partnership that also support contracting opportunities with small, local, and/or minority-owned businesses
  • Ensures all aspects of the vendor registration process are easily accessible to our customers as well as provide both support and education to internal and external participants
  • Works well collaboratively, and leads internal cross-functional teams to effectively communicate with our external stakeholders
  • Create employee engagement through an environment of trust and respect to ensure employees are emotionally invested in, and focused on, creating value for their teams, business partners, and CPS Energy overall
  • Achieves all customer satisfaction metrics
  • Ensures a safe, effective and engaged workplace
  • Practices due diligence and works within approved budgets
  • Serve as the training manager for the Supply Chain Team
  • Maintain maintenance of procurement forms
  • Performs other duties as assigned

Preferred Qualifications

  • Knowledge of SAP software
  • Knowledge of procurement practices for both goods and services
  • Experience with leading a supplier development program
  • Knowledge specific to CPS Energy procurement policies and procedures

Minimum Education

Bachelor's Degree in Business Administration, Finance, or related field from an accredited university or relevant work experience can be substituted in lieu of degree.

Required Certifications

Working Environment

Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator. Ability to travel between business related events. Work hours may be extended.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
Some field verification work is required on occasion.
