Position Summary

Monitors and ensures Trust investment portfolios and Benefit Trust Administration (BTA) financial activity complies with all laws and governance, including the Statement of Governance and Investment Policy. Ensures accurate and timely financial statements are prepared for the four Benefit Plans in accordance with GAAP, and unmodified audit opinions are obtained annually. Provides support to the Administrative Committee, planning and communicating meeting agendas, and ensuring accurate and timely meeting minutes are captured. Acting as primary contact for banks, investment managers, and consultants.  Works with Employee Benefits staff, Controller staff and actuaries to ensure appropriate reporting/disclosure of benefit plan activity in CPS Energy’s financial statements.  May also be named Secretary to the Administrative Committee. Prepares and evaluates Requests for Proposals (RFPs) for outside professional services as needed.  Also provides support to the Employee Benefits Oversight Committee (EBOC), ensuring appropriate communication regarding benefit plan activity. Supervises the work of three financial analysts and one senior clerical position.
 

Tasks and Responsibilities

  • Monitors and ensures Trust investment portfolios and Benefit Trust Administration (BTA) financial activity complies with all laws and governance, including the Statement of Governance and Investment Policy. 
  • Coordinates record-keeping and accounting to ensure timely reporting of financial transactions for the four benefit Plans.
  • Ensures financial statements and required disclosure notes are prepared for audit reports in compliance with all related GASB statements/guidelines.
  • Coordinates the planning and communication of Administrative Committee meeting agendas which includes scheduling visitors and preparing accurate and timely meeting minutes.
  • Coordinates the planning and communication of EBOC meeting agendas & presentation materials.  Ensures good communication between Administrative Committee and EBOC.
  • Monitors the need for RFPs for professional services.  Develops, analyzes and evaluates the proposals and makes a recommendation on selection to the Administrative Committee/EBOC.
  • Coordinates the review of contractual documentation for all service providers, investment managers, and consultants and monitors for compliance.
  • Ensures adequate cash available to meet operating needs of each Trust, making recommendations for transfers as needed.
  • Performs other duties as assigned.
     

Minimum Skills

Minimum Knowledge and Abilities

Experience in accounting, investment analysis and exposure to actuarial studies, and active participation in external audit coordination
Assertive self-starter, with ability to work independently and with minimal supervision, with a high degree of accuracy and ability to handle and/or manage sensitive and confidential information.
Excellent organizational, analytical, planning, multi-tasking, negotiation, problem-solving, verbal, written & communicational skills.
Demonstrated ability to interact well with others (peers, co-workers, all levels of the organization and outside entities).
Demonstrated ability to contribute in a team environment, either as a team leader or team member.
Important to this position are: presentations, objectives, and social perceptiveness.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling
Must have favorable driving record.

Preferred Qualifications

  • Master’s degree in Business Administration, Accounting or related field from an accredited university
  • Certified Public Accountant

Minimum Education

Bachelor's Degree in Business Administration, Accounting or related field from an accredited university.

Required Certifications

Working Environment

Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi- functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business related events. After hours work may be required.
