Position Summary

The Director of Gas Engineering and Planning provides leadership and executive oversight of engineering initiatives aimed at driving forward key projects and business strategies in alignment with regulatory compliance requirements and industry best-practices. This role is responsible for helping ensure the safe operation of our gas infrastructure through overseeing pipeline integrity management programs and long-term system planning that will promote customer growth as well as system reliability and resiliency. The Director also prepares the business for long-term sustainability through collaboration with industry and governmental stakeholders focusing on product innovation, new technologies, and service excellence. As a technical expert, the Director is also responsible for leading a team of professional engineers and supporting staff in accordance with the Texas Engineering Practice Act, the US Department of Transportation Pipeline & Hazardous Materials Safety Administration, the Railroad Commission of Texas, the Texas Commission on Environmental Quality, the Texas Department of Transportation, Bexar County, City of San Antonio, and other governing agencies.
 

Tasks and Responsibilities

  • Serve as the Gas Solutions engineering leader with expertise to identify, assess, and solve complex issues in support of gas operations and compliance.
  • Develop and execute key business strategies and initiatives in alignment with corporate objectives.
  • Oversees engineering design and construction management for system expansion, infrastructure modernization, civic, and customer related projects with an emphasis on safety, compliance, timely completion, and quality deliverables.
  • Oversees the gas system hydraulic model development and analysis in support of operational and customer growth requirements.
  • Lead various compliance-related activities such as the Transmission Integrity Management Program and Distribution Integrity Management Program while also providing technical expertise in support of regulatory audits.
  • Oversees the Gas Solutions Standards & Specifications area with a focus on process efficiency and product test & evaluation coordinating with various industry contacts (vendors, manufacturers and other utilities) with regard to new products, unacceptable material or material that has failed to perform properly after installation.
  • Oversees the maintaining, development and updates to the planning and construction units within the work management system.
  • Serve as a primary Gas Solutions contact for internal and external customer project stakeholders.
  • Lead innovation projects such as renewable natural gas (RNG), compressed natural gas (CNG), and micro-grids while serving as a Gas Solutions technical expert on emerging technologies such as hydrogen and synthetic natural gas.
  • Establish and oversee robust internal controls for effective budget and contract management. 
  • Develop and ensure continuous improvement of standard operating procedures and business processes.
  • Liaisons with various industry contacts (vendors, manufacturers and other utilities) with regard to new products, unacceptable material or material that has failed to perform properly after installation.
  • Works with CPS Energy personnel for technical guidance as needed to implement industry best practices and emerging technologies to optimize safety, reliability and efficient gas operations procedures and standards.
  • Mentor and train employees with an emphasis on safety culture, professional development, and leadership succession planning.
  • Represent Gas Solutions and CPS Energy at industry forums, Board of Trustee meetings, and other public speaking events.

Minimum Skills

Minimum Knowledge and Abilities

Expertise in the design and construction of natural gas transmission and distribution systems.
Knowledge of design standards and associated federal, state, and local regulations associated with the design and operation of natural gas transmission and distribution systems.
Knowledge of integrity management standards and associated federal, state and local regulations associated with Transmission and Distribution Integrity Management Programs.
Strong oral and written communication skills, including presentation skills.

Preferred Qualifications

  • Licensed Professional Engineer

  • Ability to work in a team environment, coordinating with other areas to achieve goals and objectives

Minimum Education

Bachelor of Science in Mechanical Engineering or another applicable engineering discipline (i.e., Civil, Electrical, Engr Science).

Required Certifications

Working Environment

Work is performed both indoors and outdoors. Operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Ability to travel to and from meetings, training sessions or other business related events. After hours work may be required.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
