Position Summary

Performs as the lead for managing the power basis risk in CPS Energy’s portfolio, including managing all Congestion Revenue Rights (CRR) acquisition, sale and settlement, including pre-assigned CRRs (PCRR), and Point-to-Point (PTP) options/obligations. Directly manages consultants, service providers, and applicable analysts that provide marketing information to inform CRR strategies. Manages statistical analysis and power flow modeling activities for developing and implementing CRR strategies.

Tasks and Responsibilities

  • Develop CRR hedging strategies and complete bid and offers for CRR auctions to acquire and sell CRRs in a cost-effective manner.
  • Meet all deadlines for auction submissions related to PCRR nominations and scheduled CRR Auctions, including gathering inputs for developing each individual auction strategy.
  • Develop and provide Day Ahead Market nomination and bidding recommendations for the Day Ahead Operations team for optimizing CRR hedged and unhedged positions.
  • Review position modeling studies for generation availability and load obligations forecasts and incorporate data into CRR hedging strategies.
  • Review transmission outage information, including line and transformer outages, to anticipate congestion risks that impact our generation or load-serving locations.
  • Provide recommendations for mitigating negative financial impacts to CPS Energy cost to supply electricity.
  • Provide inputs to pricing and market operations decision-making processes for observing actual or potential congestion impacts in the Day Ahead and Real Time markets.
  • Develop and implement improvements for communicating CRR strategy program activities to applicable governance groups and leadership.
  • Coordinate activities for consultants, service providers, and analytic support staff related to the management and execution of CRR strategies.
  • Implement and maintain analytical tools, systems, and resources for supporting best practices of congestion management in the ERCOT wholesale market.
  • Develop and manage power flow modeling capabilities for analyzing potential congestion impacts.

Minimum Skills

Minimum Knowledge and Abilities

Experience in transmission modeling or market operations in the ERCOT Wholesale market or related experience in other Electric RTO/ISO regions.
Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling.
Experience with database code and language, including Oracle, SQL, Visual Basic, or Python.
Experience performing data analytics and interpreting results.
Ability to work with time constraints and handle stressful situations in a calm and professional manner.
Ability to work independently with minimal supervision.
Ability to establish and maintain strong working relationships with other team members, contractors, consultants, industry experts, and with all levels of personnel within CPS Energy.
Ability to negotiate with and influence others.
Ability to effectively resolve conflicts.
Ability to articulate complex, technical information to both technical and non-technical audiences.
Ability to develop and maintain relationships to achieve business objectives.
Ability to provide expertise and advice to management.
Valid Class-C Driver’s License.

Preferred Qualifications

  • A Master’s degree in technical related field such as Engineering, Data Science, Economics, Business Administration, or Mathematics.
  • Experience with power flow modeling software such as PowerWorld or PSS

Minimum Education

Bachelor’s Degree in technical related field such as Engineering, Data Science, Economics, Business Administration, or Mathematics.

Required Certifications

Working Environment

General office environment with the ability to sit for long periods of time. Use of personal computing equipment, telephone, multi-functioning printer and calculator.
Occasional travel away from the San Antonio area for periods of up to a week or longer to attend training sessions or other business related events. Must be able to respond during times of market emergencies or off-normal procedures.

Physical Demands

Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
