Position Summary

This role provides leadership and has directional oversight of multiple areas, including the entire procurement process, warehouse operations, budget planning, value analysis, category management, contract management, reporting, inventory management, reverse logistics, technology planning, demand forecasting, expense monitoring, procurement,  receiving, shipping and distribution of materials, supplies and equipment to meet organization, strategic, financial, quality and operational goals.  The role is primarily focused on the procurement process from inception to contract generation and enforcement, with in-depth knowledge of end-to-end supply chain procedures and industry best practices. 

Tasks and Responsibilities

  • Direct and administer organizational compliance with all applicable laws, statutes, policies and procedures
  • Formulate and implement strategies which result in best possible costs and pricing based upon Business Unit proposal requirements
  • Direct and formulate negotiation strategies
  • Direct and manage all supply chain operations, including sourcing, procurement, administration, supplier diversity program, warehousing at multiple locations, material purchases, material delivery,, fleet fuel purchases and storage
  • Responsible for supply chain strategy, to provide all material, equipment, parts, assemblies, supplies, services and logistics required for the operation of the Company, ensuring optimum costs, terms and conditions, adherence to established quality standards, product specifications, schedules and customer requirements and expectations
  • Ensure resolution of all problems with orders on a timely basis, and ensure appropriate communication all problems/resolutions to business manager, customer and principal
  • Liaise with Senior Leadership Team regarding procurement and warehousing matters
  • Timely & accurate processing and follow up of all purchase orders and material inquiries from Business Units with a sense of urgency to achieve high level of customer service and satisfaction
  • Prepare, report and communicate forecast and inventory measurements
  • Evaluation, selection, and oversight in the implementation of system automation and technology solutions
  • Direct the development and negotiation of complex agreements with suppliers
  • Participation in supplier outreach programs
  • Manages exempt, salary, and wage-scale employees including training programs specific our trade, i.e., forklifts, etc. Working Conditions for wage-scale employee compliance
  • Monthly presentation of procurement items being presented to our Board of Trustees
  • Establish supply chain contingency plans
  • Negotiation of US Government procurement regulations, including FAR and DFARS provisions
  • Lead cross-functional teams to develop a category management and procurement strategy and implementation plan to manage materials and services spend
  • Assist internal customers to identify and implement business process improvements with existing external suppliers
  • Facilitate supplier selection and negotiations of contracts for key strategic initiatives
  • Maintain working knowledge of the latest industry trends and practices by involvement in supply chain management organizations
  • Furnish purchase analysis and cost data for use in scheduling, planning, budgeting, and other functional activities
  • Develop and maintain an on-going cost reduction process and obsolete material disposition
  • Direct the monitoring and audit of supply chain and interfacing functions to ensure compliance with established policies and procedures, such as, NERC CIP13, ERCI, TECQ
  • Ensure company procurement policies and procedures required for purchase order and subcontract terms and conditions, re-determinations, contract terminations and supplier relations and negotiations are followed to maintain compliance with all applicable laws and regulations
  • Maintain effective liaison with suppliers, customer representatives, and subcontractors to provide efficient, timely and cost‑effective procurement of materials. Keep abreast of innovation and industry trends in supply chain and strategic sourcing
  • Compliance and support of Corporate metrics, such as, local and diverse spend, safety, employee engagement, security, environmental, etc.

Minimum Skills

Minimum Knowledge and Abilities

Extensive experience in contract management and procurement

In-depth knowledge of supplier quality management techniques

Thorough knowledge of US Government contracting, including FAR and DFARS regulations

Leadership experience, to include managing a team and conducting performance reviews

Ability to handle both long term and short term goals simultaneously

Ability to drive change for improvements, which will advance the interests of the Company, in the overall supply chain process

Ability to institute a continuous learning plan and training for internal staff and customers

Excellent communication skills (written, verbal, presentation, phone and email)

Preferred Qualifications

  • Bilingual (Spanish)
  • SAP experience
  • Experience in procure-to-pay implementation and procurement best-practice
  • Proficient in statistical analysis
  • Six Sigma Green Belt or Black Belt
  • Microsoft Office Suite proficiency
  • Warehousing & inventory management

Minimum Education

Bachelor's Degree in Business, Business Administration, Information Systems Management, Supply Chain, Operations Management or related field from an accredited university

Required Certifications

Applicable Supply Chain Certification

Working Environment

Indoor work, operating computer, manual dexterity, talking, hearing, repetitive motion. Use of personal computing equipment, telephone, multi-functioning printer and calculator. Ability to travel between business related events. Work hours may be extended.
