Position Summary

The Military Technical Solutions Mgr serves as the liaison between CPS Energy and the Joint Base San Antonio (JBSA) military installations, managing the engineering processes to ensure successful completion of projects and technical performance. Ensuring and reviewing all agreements related to JBSA military installations.  Also, provide expert technical guidance, advice, and assistance to the JBSA military installations to help them meet their strategic energy management plan, energy initiatives, and goals.

Tasks and Responsibilities

  • Performs JBSA energy audits/infrared scans, thermoscan and power quality investigations
  • Reviews CPS Energy and military agreements related to JBSA
  • Ensures project results meet requirements regarding technical quality, reliability, schedule and cost
  • Monitors project performance and recommends schedule changes, cost adjustments or resource additions
  • Plans, directs and coordinates activities to prevent electric service interruptions and minimize the impact and restoration time of service interruptions
  • Provides the customer strategic relations manager adequate, accurate information to keep the affected customers properly informed
  • Coordinates and may conduct JBSA scheduled/unscheduled outages and investigations
  • Management of JBSA engineering processes to ensure successful completion of projects and technical performance related to the Utilities Privatization contracts
  • Identifies/manages the design and coordination of energy efficiency components including; switchgear systems, lighting systems, protection systems, thermal storage, retro-commissioning, motor systems, switching schemes, safety issues and AC/DC systems for JBSA
  • Provides technical assistance and PE level engineering recommendations to managers (Construction, Project and Strategic Relations)
  • Provides rebate process improvements and rebate reviews to Strategic Relations Manager
  • Installs monitoring equipment on JBSAs 120/208v, 120/240v, and 277/480v circuits, as necessary
  • Researches/studies new technologies, methods, and equipment
  • Manages/coordinates/executes technical contracts under the utility energy services contract program
  • Identifies/implements process improvements related to Engineering and Construction, for increased Customer satisfaction and efficiencies
  • Prepares energy audit reports required by DOE – PE required
  • Develops UESC proposals that require engineering technical analysis and development for JBSA
  • Schedules maintenance, trouble operations/service restoration, metering operations, and operations planning work
  • Ensures compliance with all safety, training and auditable guidelines, policies, practices, organization standards, and government regulations
  • Performs and develops reports for Electro Magnetic Field investigations - PE required
  • Performs other duties as assigned

Minimum Skills

Minimum Knowledge and Abilities

Experience in any of the following areas: Customer Service, Energy efficiency/utility engineering and construction, Energy efficiency program management or distribution system planning

Knowledge of the inner workings of the CPS Energy electrical system

Comfortable and experienced with giving presentations to groups and speaking with customers

Proficient in Microsoft Office Package, including word processing, spreadsheets, database, presentation software, electronic mail and scheduling

Ability to effectively communicate (written and verbal) at all levels of the organization

Experience writing and managing large contracts

Ability to communicate effectively and develop successful long-term relationships with internal/external stakeholders while exemplifying the highest degree of professionalism, clarity, and diplomacy

Possess a valid driver’s license with a history of a safe driving record in accordance with CPSE policies, procedures, safety standards, and applicable laws and regulations

Preferred Qualifications

  • Licensed Professional Engineer in Texas
  • Certified Energy Manager designation
  • LEED Certification

Minimum Education

Bachelor's Degree in Engineering or related field from an ABET accredited university

Required Certifications

Working Environment

Work is performed indoors & outdoors. Manual dexterity, talking, hearing, and repetitive motion. Use of computing equipment, telephone, & printer/copier. Ability to travel to and from business related events. After hours work may be required.
