Position Summary
Responsible for maintaining, evolving, analyzing, and executing the Debt Management Program and all the related processes. Using an analytical approach, this individual helps support the $6B debt portfolio and all related activities including planning financing transactions, maintaining compliance requirements, assisting in the production of offering documents and other materials related to a debt transaction, and administering all other functions of the Debt Management Program. Accountable to help execute the vision and direction for the department, which includes meetings with executive management, financial advisors, underwriters, bond counsel and helps support periodic updates to various CPS Energy Board Committees.
Tasks and Responsibilities
• Use financial modeling to simulate financing scenarios & makes recommendations to the Treasury department & Management.
• Manage the preparation and publication of Official Statements, Memorandums and other debt related documents.
• Maintain & update debt portfolio reporting requirements such as the maintenance of bond maturity schedules, consolidated debt models, and other management reporting related to the debt portfolio.
• Produces monthly the calculation & reporting of the Tier 1 /2 financial metrics as well as KPIs such as ADSC, Debt to Capitalization, & Senior Lien Bond Ratings.
• Monitor credit rating agency risks and understand how each rating agency assesses CPS Energy’s Junior & Senior Lien bond ratings. Help identify specific metrics and qualitative factors that go into the rating and communicate this effectively with Management. Monitor & assist with Rating Agency communications.
• Helps support the SAEPFC entity including performance of monthly reconciliations, updating the prepay model, and creation of quarterly reports.
• Works closely with FP&A, FAER, & Plant & Property Teams to understand the Capital Plan. Produces the Construction Funding report & conducts monthly review meetings with Management.
• Responsible for monitoring compliance requirements for the debt program.
• Collaborate with management on development and execution of funding strategies.
• Examine financial and legal documents to verify accuracy and adherence to financial regulations and acceptable financial principles.
• Implements initiatives to improve the Debt Management Program’s effectiveness and efficiency.
• Assist in the development and implementation of new ideas and concepts identified as necessary to further the maturity of the debt program and to follow best risk practices.
• Produce effective power point presentations as needed for meetings.
• Attend / present at CPS Energy Board of Trustees committee meetings on a periodic basis.
• Attend events and training sponsored by different organizations/associations throughout the year.
• Assist in other debt management tasks / activities as needed.

Preferred Qualifications
- Experience with ERP (Enterprise Resource Planning) solutions such as SAP, PeopleSoft, or Hyperion.
- Experience with the electric or gas utility industry gained through experience at an electric / gas utility, an investment bank, consultant, or other professional service provider serving the industry.
- One of the following certifications: Certified Public Accountant, Certified Internal Auditor, Certified Management Accountant, Certified Payroll Professional, Certified Treasury Professional, Chartered Financial Analyst or an equivalent OR extensive CPS Energy institutional knowledge
